So although change had to take place largely via a proliferation of minoritarian experiments, within power, this “environmental” neoliberal governmentality could, in his view, widen spaces of autonomy that would be freed from “social-statist” normativity. It is partly for this reason, Kelly argues, that Foucault is anti-political as well as anti-normative: society is too complex for us to evaluate alternative courses of action, which will all have unforeseeable consequences, and so ‘intellectuals should confine their efforts to criticizing’ (p. 142), opposing specific relations of power rather than trying to produce ‘determinate effects 2017-06-29 · I shared Mark Kelly's review of Althusser et al's Reading Capital: The Complete Edition at the Progress in Political Economy site yesterday. Though often cited as a structuralist and postmodernist, Foucault rejected these labels. The argument that runs through these analyses is that Foucault opposes and offers an alternative to normative political theory, in every sense of that term: he is anti-normative, atheoretical and non-political (meaning that he refuses to offer political programmes or policies). Thus, Kelly's case for Foucault's model of non-normative critique against normative political theory rests on his non-prescriptive reasons for it, and we are have come back to the three reasons given in the introduction: normative political theory is more easily abused than non-normative critique, is less inclusive for audiences with pluralistic normative stances, and is blind to its practical effects.

Foucault on Modern Power: Empirical Insights and Normative Confusions Until his untimely death in 1984, Michel Foucault had been theorizing about and practicing a new form of politically engaged reflection on the emergence and na-ture of modern societies. This reflection, which Foucault called “genealogy,” For Foucault the idea of a natural, biologically grounded and fundamental sexuality is a normative historical construct that has also been used as an instrument of power. The order of discourse defines what is considered to be a subject or a body that “matters” and, more concretely, the subject materializes through a repeated performance of signifying (i.e. naming). More broadly, Foucault developed a radical new conception of social power as forming strategies embodying intentions of their own, above those of individuals engaged in them; individuals for Foucault are as much products of as participants in games of power. The question of Foucault’s overall political stance remains hotly contested. Michel Foucault, the French postmodernist, has been hugely influential in shaping understandings of power, leading away from the analysis of actors who use power as an instrument of coercion, and even away from the discreet structures in which those actors operate, toward the idea that ‘power is everywhere’, diffused and embodied in discourse, knowledge and ‘regimes of truth’ (Foucault 1991; Rabinow 1991). Foucault’s conception of power has underlain his argument on sexuality.

Although a debate among these scholars was planned for the mid‐1980s, Foucault's death in 1984 meant this could not occur. Foucault would have rejected the state-centered liberal normative framework, which differentiates ‘legitimate’ power from ‘illegitimate’ power and ‘liberation’ from ‘repression’. Furthermore, through the military use of concepts such as ‘domination’ and ‘subjugation’, Foucault would have suggested that an alternative normative framework existed. Substantively, Foucault’s genealogy questioned the ways in which knowledge and power interpenetrate in certain types of practices, such as the regulation of the body, governing bodies, and the formation of the self (see Foucault on power and knowledge).
